OTOH I don't think this does what you want, as the approach is
"normalize everything to a canonical status" in which all namespaces
are assigned prefixes and declared at the top. This is different from
rewriting declarations -- although it might have the same end at least
if one is permitted to rewrite namespace prefixes ...
