Note that {{&#13;}} is perfectly equivalent to {{&#xd;}}. You should tell \
your clients to use an actual XML parser. That being said, changing Axiom's \
serializer to use hexadecimal numbers instead of decimal numbers in character \
references is simple to implement, so I'm willing to do that.
