Thanks for looking at this.  It appears to be number 1. from your comment but it does \
not work when compiling the schema against XMLBeans 2.4.0 (latest stable release I \
got from the website).  Here is the xsd for DecimalType:

		<xs:annotation>
			<xs:documentation>A decimal value that has limited associated \
metadata</xs:documentation>  </xs:annotation>
		<xs:simpleContent>
			<xs:extension base="xs:decimal">

				</xs:attribute>
				<xs:attributeGroup ref="ICISM:SecurityAttributesOptionGroup"/>

It doesn't seem to me that DecimalType has simpleContent though.  Even though it is \
declared as such.  Please let me know if I can provide more information.  It's not \
out of the question that this schema could be wrong -- it is very nested and \
complicated and using it is a pain in the *** even with XMLBeans...
