Subject:    [RESULT] [VOTE] TLP Resolution for XMLBeans

The vote has closed.  

- There was unanimous support (9 +1s) for the attached 
resolution to be submitted to the Board for the 
formation of the XMLBeans project.

- The following people will make up the initial group of 
XMLBeans PMC members:

 Cliff Schmidt 
 Eric Vasilik
 Davanum Srinivas
 David Remy
 Ken Kress
 Cezar Andrei
 Dutta Satadip
 David Waite
 Ted Leung

- I was the only one nominated as the initial chair of 
the PMC (thanks for the confidence).

I will insert these names into the resolution and send it
now to the Board for their consideration, pending the final
result of the incubator-general list vote for XMLBeans to 
graduate from incubation.

   WHEREAS, the Board of Directors deems it to be in
   the best interests of the Foundation and consistent with
   the Foundation's purpose to establish a Project Management
   Committee charged with the creation and maintenance of
   open-source software related to XML-Java binding based on
   full XML Schema support and full XML Infoset fidelity, for 
   distribution at no charge to the public.

   NOW, THEREFORE, BE IT RESOLVED, that a Project Management
   Committee (PMC), to be known as the "XMLBeans PMC", be and
   hereby is established pursuant to Bylaws of the Foundation;
   and be it further

   RESOLVED, that the XMLBeans PMC be and hereby is responsible
   for the creation and maintenance of software related to 
   XML-Java binding based on full XML Schema support and full 
   XML Infoset fidelity, based on software licensed to the 
   Foundation; and be it further

   RESOLVED, that the office of "Vice President, XMLBeans" be and
   hereby is created, the person holding such office to serve
   at the direction of the Board of Directors as the chair of the
   XMLBeans PMC, and to have primary responsibility for management
   of the projects within the scope of responsibility of the
   XMLBeans PMC; and be it further

   RESOLVED, that the persons listed immediately below be and hereby
   are appointed to serve as the initial members of the XMLBeans PMC:

   * name <address@apache.org>
   * name2 <address2@apache.org>

   NOW, THEREFORE, BE IT FURTHER RESOLVED, that REPLACE WITH CHAIR
   be and hereby is appointed to the office of Vice President, XMLBeans,
   to serve in accordance with and subject to the direction of the
   Board of Directors and the Bylaws of the Foundation until death,
   resignation, retirement, removal or disqualification, or until a
   successor is appointed; and be it further

   RESOLVED, that the initial XMLBeans PMC be and hereby is tasked
   with the creation of a set of bylaws intended to encourage open
   development and increased participation in the XMLBeans Project;
   and be it further

   RESOLVED, that the initial XMLBeans PMC be and hereby is tasked
   with the migration and rationalization of the Apache Incubator PMC
   XMLBeans subproject; and be it further

   RESOLVED, that all responsibility pertaining to the Incubator
   XMLBeans sub-project and encumbered upon the Apache Incubator PMC
   are hereafter discharged.
