With regards to new committers, there's a few questions I always ask 
myself:

- do we mind giving out a valuable @apache.org mail address to that 
person, even if he fails to deliver on the project he was initially 
committed to?
- what is the risk of providing this chap/gal with commit access to our 
code, particularly with regards to security *and* "IP contamination"?
- should this person's vote be part of a binding vote, and what is the 
risk associated to this: how will this person absorb/adhere into/with 
the community when it comes to discussions and decisions?

Speaking about myself in relation to Cocoon, I would answer these 
questions as:

- after receiving the honour of karma, I felt more "empowered" (yucky 
word, I know) to find other tasks to help the Foundation with (like 
reading this list)
- knowing my coding skills, the associated security risk was either 
very high, or very low :-)
- I'll leave that to others to judge :-)

Also keep in mind that, for incubating projects, the initial set of 
committers (coming from outside Apache) essentially got a free ride: no 
expectations to live up to, no interviews, no review of coding skills. 
Given this, initial committers should be humble in judging potential 
new committers.

To me, the two major constituents of commit karma are the Apache 
feathers (binding vote et al.) and the technical access to the 
repository. But that doesn't really represent a "counter view", no? ;-)

So, I wouldn't make this a necessary pre-condition, as I much more 
prefer to have a case-by-case debate and decision by the community.
