hi joseph

(this seems like a more general ASF infrastructure question so i'll 
just jump in. maybe other folks might like to give the xml-bean 
specific perspective.)

the maven repository management for ASF releases is now being handled 
by a specialist ASF team. this means that things should be a bit more 
standardized but also that it'll be a question for that team (rather 
than xml-beans). for more information on future repository 
organization, repository at apache.org is probably the best place to 
ask.
