I have used the following line to fix this problem on Fedora. You can execute 
this one line in your xine-ui build directory and run autogen.sh, configure & 
make.

find -name Makefile.in.in -exec perl -pi -e 's,^(mkinstalldirs = 
)(.*$),\1\$\(MKINSTALLDIRS\),g' {} \;
