8-bit VOCs play fine as 8-bit unsigned PCM (by sox, for example).
4-bit VOC must be similar to 4-bit ADPCM I RE'd recently (when I grab 
data from 4-bit coded VOC and decompress it - the sound is playable).
3-bit and 2.6-bit VOC must be similar to Creative FastSpeech codec.
