Well, I as far as I know - that file is *installed, nit *generated*, as part 
of XFree86 packages.

[vad@VPlessky librsvg]$ rpm -qf /etc/X11/XftConfig
XFree86-4.2.0-6mdk

Also check ~/.qt  ($HOME/.qt) folder - it should have 'qtrc' file.
For convinience, I attached my 'qtrc' file.  Try to install it on your system.
My XftConfig file is heavily-hacked (no help to you), I think the best is if 
you download XFree86 from SuSE, and check inside those RPMs.
