At least in the Red Hat glibc-2.1.3-22 (an update for RH 6.2)
en_DK is the main locale and most of the other en_* locales
are defined relative to en_DK.

I assumed that this was because Keld and the Danish linux user
community actually wrote the en locales. It does at least save
the fight over whether en_US or en_GB should be primary.

As others have suggested, it is high time that the locale files
where split up so that everything was kept orthogonal, with a handful
of large files and few small ones, instead of hundreds of huge ones.

Of course the switch will not be easy, since it means that millions
of systems will have to define two or three variables instead of just one.
