To permanently use ScrollLock key as ModeLock, you have to
disable XKB method first. Edit your XF86Config-4 file and
uncomment the line 
    XkbDisable

in InputDevice section for Keyboard.

Then, put the following lines in your xmodmap file

    keycode 0x4E =  Mode_switch     XF86ModeLock
    keycode 0x40 =  Alt_L           Meta_L
    keycode 0x71 =  Alt_R           Meta_R
    add    Mod1    = Alt_L Meta_L
    add    Mod2    = Alt_R Meta_R
    add    Mod3    = Mode_switch

This should work.
