They are not in any charset at all, the numbers are just arbitrary numbers
sued to uniquely identify the keysym. computers work with numbers internally.
(well, even if it is theorically arbitrary there is some logic behind it;
but just don't care, it doesn't matter).

Keysyms are jsut keysyms, charset independent.

Then, libX11 can amke the key associated with a given keysym send a given
value depending on the locale (that is, the charset) used by the user.
The keyboard definition file is the same, but what it sends depends on the
used charset.

New keysym names are no longer added; now unicode based ones are used
for new needs.
