You sound like you've investigated this deep enough to be 
knowledgeable of the problems involved.  I'm definitely willing 
to change our XFree86 packages in both future OS releases and in 
any future erratum to be compliant with whatever is decided to be 
the "proper" solution by the X i18n community.

Just let me know what is required to fix the problem/incompatibility.
