You seem to have got the X font-encoding selection model the wrong way
round.
The client /specifies/ the font encoding that it wishes to use when
issuing an OpenFont request to the X server. The manner it does so is
specified in the ``X Logical Font Description Conventions'' document.
Incidentally, this document also explicitly states the X protocol's
position on character set encodings. Perhaps you may find the more
'modern' terminology used in this document more acceptable than that
of the X protocol specification?
