So isn't it unfair to say that protocol does not allow
sending character codes in protocol request? If the
protocol does not specify anything clearly just because
there was no distinction at that time, then why some people
on this list believe that sending character codes in a
protocol request in not valid? 

If we don't allow sending character codes in protocol
request then all Unicode encoded TrueType fonts are
unusable at server side. Forget about shaping. For a client
there is no way to find correct glyph code for a Unicode
Indic character if fonts are on the server side.
