Hi Evgueni,
Odd; I just addressed this same issue for someone else in private
correspondence yesterday. So I have the info handy:
In the Schema for Schemas, the ur-type (called anyType there) is defined to
have a wildcard element with no processContents attribute specified- Since
this defaults to strict, this implies that the ur-type has process contents
of strict. Since this would pose problems in many situations though, the
WG has an erratum to make this lax instead of strict [1] (R-117).
Today Xerces treats the ur-type as being lax for this reason.

What is a value of {process content} of {attribute wildcard}
of the ur-type? In other words,
which of the 'strict', 'lax' or 'skip' validation the ur-type
elements need?
