Xerces c can not parse instance with special chars (", < and >) in target namespace

I have a schema (ack.xsd, see attachment) which have special chars (", < and >) in \
target namespace, these special chars are encoded as (&quot;, &lt; and &gt; \
respectively). I then create a instance (ack.xml) and pass it to pparse.exe, with \
command: pparse -v=always -n -s -f ack.xml, the following error will be reported:

  Message: Schema in ack.xsd has a different target namespace from the one specified \
in the instance document http://www.theriak.is/namespace/\:*??"?<?>|.
