Hi,

pv-grub is built by running Make stubdom.

The Gentoo Xen ebuilds do not support building stubdom because it
downloads external packages during the built process which is not
acceptable/compatible with the portage ebuild system, perhaps it is
not included in the debian package for similar reasons.
