Do you have any error messages in:
xm dmesg
/var/log/xen/xend.log
/var/log/xen/qemu-dm.<pid>.log
64-bit Vista on AMD certainly doesn't work unless you're using unstable
(and even then, there's some problems - but at least it installs and
runs). 32-bit Vista should work on earlier versions of Xen, but it may
not work prior to 3.0.4.
I also believe that Vista doesn't have networking working for either AMD
or Intel processors - even in the very latest unstable.
Also, virt-install isn't a tool I've used - I don't know if that
matters, but just to let you know I got Vista running on Xen unstable
with a simple config file and an image file for "disk". [High-level
"hide the details" tools are good when all works fine, but when it
doesn't, they may hide details from you that can help solve the
problem].
