Bug detailed description:
--------------------------
In recent nightly test, it always fail to run "noapic guest" case . After try
it manually, i found that when disable the apic,set apic=0 in config file or
add noapic in kernel boot cmd line(for smp guest), guest hang at "get ip" when
booting. This issue cannot been seen if don't set the vnif or enable apic for
guest.And i also don't see this issue with direct assigned NIC(VT-D device). 
>From our nightly test report, cs 22402 don't have this issue. So this issue
should be an regression. 

Reproduce steps:
----------------
1.Get latest xen-unstable(22431) and install it in your box.
2.prepare a guest image and configure file
3.set apci=0(also shoud set vcpu=1) and give the vnif
4.using xm create to start guest

Current result:
----------------
guest stall at detemining IP

Expected result:
----------------
guest boot up successfully
