Bug detailed description:
--------------------------
when online pcpu throu dom0 interface /sys/device/system/cpu/xen_pcpu*, it
cause a system hang. this issue a new issue between changeset 21009 and 21022.


Reproduce steps:
----------------
1. physical offline a cpu socket before system booting up
2. boot xen
3. trigger the cpu jumper to enable the new socket
4. enable pcpu throu dom0 interface /sys/device/system/cpu/xen_pcpu*
[root@lkp-nex04 xen_pcpu]# 
for c in xen_pcpu*

> echo 1 > $c/online
> done
