I was thinking it would be beneficial to allow script writers to be able
to write plugins that would allow text to be "hyperlinked" (ie underlined
when the mouse passes over a word).  It would also be nice if they could
specify a user defined menu that would get displayed upon right clicking.

This would have a number of benefits.  It would give plugin writers even
more power, plus it would offload some of the server, nick and URL
recognizing code to plugins.  Users who don't use these features wouldn't
have to have them, and others could be selectively added/removed.

One reason I'd like to have all of this is because I'd like to write a
math plugin for xchat.  It would basically allow users to render
complicated math expressions, typed as latex expressions, using
ghostscript or some other tool.  It would be real nice if the user could
move the mouse over the latex expression, right click on it and choose
render.

I'm more than willing to do work for this, but am just unsure if I'd be
familiar enough with all of the xchat code to be able to write it in the
cleanest way.  Is there anyone else out there willing to help work on this
(maybe it's already doable and I'm being stupid about it).  I'm open to
ideas/suggestions.
