Unfortunately, you don't. The "Release Notes" page(s) give a
summary of the bugs known at release time, but the tracking
system we (Lotus) depend upon is our internal one. We have
just signed up a new staffer who may be able to help with
automated publication. A better answer would be for all the
Apache projects to get together and resurrect Apache's bug
tracking with the necessary security enhancements.

I'll review this with Scott Boag. I think we have one bug:
global variables should be set using an iterative process that
allows deferral for variables that depend on others. Keep
scanning for unset globals until either all are set or a
circular definition is exposed.
