I did ask for help and ended up with a dead end response:

Lundberg: "The only thing I can think of is the chroot. On Linux, for
example, the
quota system uses information stored at the filesystem (drive) level. I've
not played with quota support on Linux, though, so I don't know if the
chroot would remove access to the filesystem's quota database."

heh, you do care if you're gonna flame... but if you have any suggestions
how I can
troubleshoot this I'm all ears.

The quota system on my box works fine.  In fact it blocked users from
overflowing their
accounts.  But, they never could get a report on how many bytes allocated
vs. used and
I kept getting emails about this.

I followed the guest-howto pretty strictly.  Compiled --with-quota and all I
get are
zeros for the variables.
