Just a guess, but is the directory named /home/centers/pub/vpn or /home/centers/vpn?

If the former, your upload won't work. Try

upload /home/centers/pub /pub/vpn yes helpdesk fss 0664 nodirs

Also, make sure you're editing the correct ftpaccess file.  A quick test is to change \
the greeting clause and see the change refects to the initial greeting when you \
connect.

You don't say which version of the daemon you're running.  If it's prior to 2.5.0 \
there is such confusion about how upload should work that it's almost hopeless and \
time to upgrade.
