Hi,

Error 401, is Unauthorized error. You should grant the permission to the
gadget you have added.

Click on Main -> Registry -> Browse, and go to your gadget location.
According to the snapshot you have attached browse to
/_system/config/repository/gadget-server/gadgets/jira/jira. Click on the
gadget and grant the read permission to wso2.anonymous.role. See the
attached screen shot.

After updating the permission, you should be able to view the gadget from
the dashboard.
