Patch to add optional install checks on upgrade

This is a little proposal (together with a quick patch) to better control the
times WPKG checks a package for installation.

My short-time goal (with the little patch) was to enable WPKG to do package
checks even on revision changes.

The default behaviour is unchanged - on a revision change the package upgrade
commands are forced. Only if the checkpolicy attribute is set to "always", WPKG
will first run the package checks to determine if the upgrade is actually
needed.

This could be easily enhanced for example to control checks done on different
"execute=" settings - i just implemented the first case (revision change) and
wanted to put this up to discussion.

Patch against 1.1.2 is attached
