I start wpkg.js from the startup script in Windows, and then the
following registry keys prevent users from logging in, by simply
not presenting the login prompt, until the script has finished. That is
until wpkg has finished installing packages.

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon]
"RunLogonScriptSync"=dword:00000001
"SyncForegroundPolicy"=dword:00000001
