MultipartWriter should support to write Content-Disposition header

Current MultipartWriter implemantations does not support to write \
"Content-Disposition" header [1] [2] but there are some use cases that need to write \
this header. As an example this is a required header for Axis2 \
MultipartFormDataBuilder in order to construct SAOP messages. This is a required \
feature to use MultipartWriter in Axis2 MultipartFormDataFormatter.
