I think the goal of the dialog is to help the user figure out why 
nothing was captured, as it goes on to say:

The ability to not show that dialog again would be nice, and in a more 
general sense because that probably isn't the only dialog a user would 
possibly not want to not see again.  This could probably be stored in 
the "recent" file.
