Ken,
it's probably a WinPcap issue.
Do you have a VPN client installed on your machine (like the Nortel one)?
Can you please try running windump (www.winpcap.org/windump) and see if you
have the same problem? If so,
please file a bug report as explained here
http://www.winpcap.org/bugs.htm
