It depends.  Some equipment, like the Airport hubs, only run at 15mW.  The
FCC allows you to run up to 30mW, even more if you're using a
directionalized signal (instead of an omni antenna).  I don't recall the
specifics (I'd have to dig around), but if you're using a fixed point to
point setup with directionalized antennas, you can run, say, double the
power.  If you're running an omni to cover your building, then you might
get yourself into trouble if you start using amplifiers.

If you have people trying to broadcast on the same frequency, you'll
generally stomp all over each other and basically cause enough
interference that your throughput drops off.  You may also get
interference from cordless phones or your microware oven.  The FCC
basically doesn't care - whichis why the band is unlicensed.  So, if your
neighbor interferes with your signal, all you can do is talk to him or try
and change your channel.
