Well, it depends on what you mean by "filtering message composition". You 
can monitor the operation of sending an email message from Outlook Express 
or any other -e-mail client (because that involves sending packets on the 
network). You cannot monitor the operation of typing the message itself.

So, the answer to this is "yes, because it's monitor POP3/SMTP/IMAP traffic"
