Got a few different test machines running on different JDKs.  I fixed
a few issues there
(i.e. missing JAXB) including the request test.  I didn't see any runtime
issues.

Looked at the Aries thread for their vote and the message on
legal-discuss.  I don't see an agreement on what absolutely needs to
be done but I'm guessing we go grab the entire "dual license" license,
append it to the LICENSE and say that the StaX and JAXB are licensed
under that (and we choose CDDL), then add a line in the NOTICE that
says we distribute the JAXB under CDDL.
