Using dcop with kmail gives you more power, but for basic functionality 
command line suffices:

echo "Hello!" > contents_file
kmail \
  --subject "Test email" \
  --header "In-Reply-To: <1110224432.3769.40.camel@littlegreen>" \
  --msg contents_file \
  --composer
