The issue is that both have been created. The Association explicitly
states in its regulations that it has no influence on the content of
the sites. The Foundation's regulations are based on the
Association's, but this specific regulation was, apparently on
purpose, taken out. Which led some people on Wikipedia to fear that
the Foundation DID intend to influence Wikipedia, or that it could be
FORCED to do so even if it did not want to.
