Start the Weka Explorer
-> Preprocess tab
-> load dataset
-> Classify tab
-> run a classifier with the data
-> right-click on result in "Result list"
-> Visualize threshold curve
    (choose the class you want to get the plot for)

I've only tested it with 3.4.7 and 3.5.2, not sure about earlier 
versions of Weka.
