It's odd that the system behaves differently on reboot vs a cold boot.
For this script that didn't start properly, was it a old-style init script
in /etc/init.d , or an upstart script in /etc/init ?

Webmin UNLESS you do manually the update-rc.d

update-rc.d has nothing to do with upstart.
And I fail to see, how booting system after power loss is different from
normal booting.
