I jumped the gun on this one.  My browser auto-filled another server with a similar \
name, and I failed to notice.  

The original problem still exists, with the same error messages as before.

I placed the following lines in both the main httpd.conf file and the virtual server \
definition file.

SetEnv PERL5LIB "/usr/local/lib/perl5"
SetEnv PERLLIB "/opt/webmin"

What else might I try?

Sounds like maybe the PERLLIB environment variable isn't set to the webmin
root directory (typically /usr/libexec/webmin or /usr/share/webmin). You will
need to set that in your apache config, like WEBMIN_CONFIG is defined.
