A lot of WebKit testing happens through the efforts of volunteer  
testers who are not necessarily developers. For example, I know a lot  
of people running Mac or Windows nightlies are basically what we'd  
think of as "power users". I think bugs.webkit.org should be designed  
to make it easy for such people to enter good bug reports (without  
making it annoying for experienced bug filers). On top of that, even  
many experienced programmers may not know the right info to put into a  
browser bug.

So yes, I think we should have guidance of some form.
