So, it shouldn't work like this? When can I find the code to associate the
call legs?

It looks like we need to associate a call leg (level 1)
with the persistent TCP connection.

X  <--TCP--> Y <--UDP--> Z

We got INVITE from the Proxy server X using persistent TCP connection to ms
Y.
UDP messages such as 100, 180 and 200 from the gateway Z to ms Y went to the
proxy server X using the persistent TCP connection.

But when Z built a BYE message to send to Y (and eventually to X) using UDP,
that message went to X from Y using UDP instead of the persistent TCP
connection.

I've also tried to change the setting of Y to use TCP all the time, but Y
didn't use the persistent TCP connection which X created, but it created
another new TCP connection to X to send the BYE message.

Is this a standard rule?
