Subject:    Adding new toplevel to app reuses existing toplevel names

When I go to add a new toplevel to my application, it reuses existing
toplevel names, such as .top18m .top19, etc.

I thought somebody reported this some time ago. Is this still a problem?
I'm sure I'm using the latest version 1.10.
