Do you have
:filetype indent on
in your .vimrc?  That is the command to make vim use the 
vim61/indent/tcl.vim indent file.  When loaded, it sets 
indentexpr=GetTclIndent() and I see that your indentexpr is empty.  Also, it 
removes :,0# from indentkeys, but they still appear in your listing above.
