In general terms, if you're using the SMAPI, you can use SmMicOff() and
SmMicOn() to pause and resume the recognizer, and if you make a
synchronous call to Outloud (or any other TTS code), you'll know when
it's done because it won't return until it finishes speaking ... but how
that would interface with your code and with emacspeak needs a bit of
looking into ...
