The VCS simulator is a free download from Symantec, and I think it runs on
Windows - not sure if there is a Linux version.  I think there is usually a
copy on the VCS install media too, in a (relatively) top level directory
named "windows".  Here is a link to the free download.

You may have to register to download it.

I never really use it, so I can't tell you much more about it.  I am sure
there must be some documentation in the downloaded.
By the way, Googling for "VCS Simulator" would probably have gotten you all
this info too.
