One thought - are these all running the same version/patch-level of VCS?
On the same OS (eg Solaris/AIX/Linux/HPUX)?

The real question that I have is this:

There is nothing online in the cluster.  Then the child is brought
online.  It then attempts to online the parent (which was offline).  It
does not do this on every cluster that I have with this (I've got 5
2-node clusters set up in the same way). 

Is that expected?  Why is the behavior inconsistent?
