You should prob. open a support case on this.  I've seen a similar
situation and you very may be running into a known issue with haconf.

Hi folks,

I have a 3 nodes VCS 3.5 cluster on Solaris 9 running Oracle RAC.
Yesterday I issued command on node1
#haconf -makerw
and changes some cluster parameter like #hagrp -modify <SG> AutoStart 0
#haconf -dump -makero
Then I wait for 5 mins before shutdown this server, question "How am I
know whether this config was populated to ALL nodes ?"

While I rebooted this server node1, it ran into "Remote Build" from
node2 which WITHOUT the parameter set at the first place.
