init( {java.util.Properties} ) fails to set Velocity & VelocityEngine properties

Solved my problem.

Our webapp has Two servlets using velocity. One did not have an init-param entry
for a "properties" entry for the velocity.properites file.

Adding a properties to the second (first) servlet, fixes the problem.

This might be a problem that deserves a faq entry. It occurs on TC.3.X, TC4.x
and Websphere 5 developers test release.
