This is a known bug with libvirt-1.0.1
https://bugzilla.redhat.com/890492         newly defined network is not marked as \
persistent http://www.redhat.com/archives/libvir-list/2012-December/msg01336.html
Either downgrade to 0.10.z or try the posted patches.
