No. I tried to find it again, but failed. I was probably a post on
debian-devel, or (but less probably) a blog post. It is old, and the
concern was about how to simply have the source as it will be
compiled.

A suggestion was to still have the patches in dpatch/whatever but to
apply them in clean, so that when one build the source package, the
patches are applied.
